COLONEL Taylor currently serves as the Commander of the U.S. Army Public Health Command Region-West, (Command Select List) Brigade Scientific and Veterinary Command consisting of (6) distinct technical divisions and (3) geographically dispersed subordinate commands that provide DoD Tri-Service Veterinary and Public Health support in the Western Region of the United States, encompassing 20 states and Alaska. He has the responsibility of providing organizational oversight of public health activities and services conducted by a diverse group of over (500) military, civilian, and contract personnel. He is a native of Nevis, a small island in the British West Indies and began his military career in 1984 when he enlisted in the United States Army Reserves as a Medical Supply Tech under the simultaneous membership program. After Basic Training (Ft. Dix, New Jersey) and Advanced Individual Training (Ft. Jackson, (“Tank-Hill”), he was awarded a 4-year ROTC scholarship to University of choice. Upon completion of undergraduate studies at Tuskegee Institute he was awarded a commission in the United States Army, Medical Service Corps, 72A career field (Nuclear Medical Science Officer/Health Physicist) and received his Graduate degree from Webster University.

His awards include the Legion of Merit; Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (5 OLC), the Army Commendation Medal (2 OLC), the Army Commendation Medal (V-Device, the Army Achievement Medal (3 OLC), the Army Superior Unit Award (1 OLC), the National Defense Service Medal, the Iraqi Campaign Medal, the Global War on Terrorism Service Medal, the Korean Defense Service Medal, the Military Outstanding Volunteer Service Medal, the Army Service Medal and the Overseas Service Ribbon (4).
Mrs. Constance L. Taylor
Constance L. Taylor serves as the Administrative Officer for Seattle Regional Division, Office of Regional Operations (ORO) with Health Resources and Services Administration (HRSA). Constance has been with HRSA Office of Regional Operations since 2014. HRSA directs national health programs which improve the health of the Nation by assuring quality health care to underserved, vulnerable and special-needs populations and by promoting appropriate health professions workforce capacity and practice, particularly in primary care and public health. Constance is a Gulf war veteran and has over 20 years’ experience in working with a variety of Government agencies.
COLONEL Taylor and his wife, Constance has (five) children (eldest serving as their guardian angel), two grandchildren, and a Royal dog named Prince.
